Comprehensive study of Fukuoka airport public involvement
Draft Comprehensive Study of Fukuoka Airport (second step survey)


  1. Background of the study

    Fukuoka airport is the third largest passenger handling airport in Japan. The airport has 24 domestic routes including a major trunk route with 8 million passengers to/form Tokyo international airport (Haneda) and 21 international routes. The airport is located close to the Fukuoka center city with 10-minute subway commute from JR Hakata station.

    While the airport has a 2800m length runway, the number of passengers was 18 million and the number of aircraft take-offs & landings was 137 thousands in 2005. The airport operation hour is limited from 7:00 to 22:00 on account of aircraft noise. To manage the limited airport capacity and the increasing passenger demand, the Ministry of land, infrastructure and Transport (MLIT), Fukuoka Prefectural Government and City of Fukuoka organized Fukuoka Airport Study Commission (FASC) and started a study in order that the airport will maintain airborne network and provide proper services to the passengers in the future.


  2. Contents of the study

    The study is consisted of four step surveys. The Public Involvement (PI) procedure is also introduced to in each step survey.
    The first step survey was to assess the Fukuoka airport capacity for aircraft take-offs & landings. The first step survey and the PI were completed last year. The study showed that capacity of the airport was assessed 145 thousands aircraft take-offs & landings per year.

    Second step survey is about to define a future outlook for the region , the role of the airport in Fukuoka metropolitan area and to estimate the airport demand forecast. A draft report is now prepared to the public for PI procedure detailed shown as the following chapter.

    Third step will be to provide countermeasures for increasing demand of the airport, including maximum utilization of neighboring airports in the northern Kyushu, construction of an additional runway in the present airport, and construction of a new airport with two runways in Fukuoka metropolitan area.

    The final step will be to propose an optimal countermeasure for Fukuoka airport to meet the future demand.


  3. Public involvement

    Public involvement is the process of involving the public in the early stages of the transportation planning process through completion. FASC announces that the draft report of Comprehensive Study of Fukuoka Airport (CSFA) (second step survey) is available for public review and comment. The public review and comment period will be the end of September 2006. The summary of draft CSFA document (in English) and comment forms can be obtained from our website at rencho/.
